3. Shepherds-- this Arab Inhabitant is obviously a Shepherd.

LEFT (highlighted): Domestic Beasts flocks--
First, the herd of goats (and possibly sheep) are domestic animals which typically travel to graze or forage no more than 2-3 miles one way from "home".
Second, there are at least 4 Arab villages located on the grounds of Babylon, and many small farm residences along its ruined wall locations.
Third, they are all within .7-miles (Jumjumma) to 3-miles or so of the "Etemenanki" spot shown here. Therefore, this "inhabitant" must live either on the grounds, or very close, and no doubt comes on a regular basis to this location.
Fourth, This 1977 photo is not an anomaly. There is more than a century's-worth of Shepherd-flocks photos and several hundred years of artistic and recorded documentation of Shepherds and their flocks "pasturing" at Babylon. For more photographs GO HERE

Their study notes do not agree. In light of the photos and documentation above,
WHICH ONE HAS IT WRONG?
#1 ABOVE: Actually, both are great Study Bibles, and highly regarded. But the ESV Study Bible, in light of the documented and photographic information above, has obviously not searched out the facts supporting its notes here.
If they had, how could they make such a glaring error?
LEFT: Based on the number of Arab villages, homes/farms in the map above, and the above documented INHABITANTS, we can now see how easily and often the scene in the SINGLE 1977 PHOTOGRAPH further above occurs.
Note the red-highlighted sheep-icons to the left. These are the major locations graphically-documented on the map as "zones of risk" to Babylon archaeological site preservation. In other words, Shepherds and their sheep-goat (even cattle-buffalo) domestic animals roam the pasture land and water holes of Babylon.
Yes, you heard that right, and you see it right, in the 1977 Photograph and its highlighted versions above, and in these Maps (accepted by the UN in the UNESCO Application).
Moreover, check out these statements below, reproduced from the Iraqi-Babylon Map.

the Throneroom of the Antichrist, the City Chosen by HIM to enforce HIS Authority and HIS Ownership
of the Global Sovereignty, Wealth, and Trade ceded "Overnight" to HIM by the Nations;
Babylon awaits its destiny as "the Great City"—perishing with its Final Fall at the Return of Christ.
(The "Great" in the "Great City" is the result of its status as the base-city
for the "Great Authority" of its chief occupant, the Antichrist)
Below are 7 Summary Statements concluded from the Biblical, archaeological and historical evidence presented in this series. Each of the 7 statements corresponds respectively to the 7 Parts of this series, where we will present the evidence that,
1. Babylon of Chaldea (Iraq) has Survived to fulfill its prophesied date with destiny.

2. Babylon has been rebuilding, inconspicuously, and unnoticed, for centuries.
Beginning in the midst of Babylon's ruins, the Literal Stones of Babylon have for 1000 years been recycled and redistributed to expand and build up the city of Hillah --essentially Rebuilding Babylon.
3. Revelation's title "Babylon the Great City" does not require Babylon to be a Super-Large city.
Babylon is "Great"--not because of Great Size--but because of its Great Authority derived from its status as the throne-room City of the Antichrist.
4. The description "the Wealthy City" does not require Babylon to be a city of long-standing wealth.
Babylon becomes the global icon of extreme Wealth, not from Old-wealth, but from Overnight Wealth, bequeathed and bestowed by the Nations.
5. Babylon "the Great" does not require Babylon to be a massive Seaport City.
Babylon is not itself a Giant Seaport City, but it Controls Global Seaports from a distance across continents and seas.
6. Babylon of Chaldea has not been "Replaced" any more than Israel of Mt. Zion has been Replaced.
Babylon has a Biblical-Chaldean GPS Identification of 32.32º x 44.25º which excludes any other city as a Replacement Babylon.
7. Babylon, Iraq, has a prophetic-time appointment that parallels that of Israel.
Babylon of Chaldea has a Date With Destiny prophetically scheduled to coincide with the New Covenant Salvation of Israel at the End Time. (Jer 5-:1-5
If the evidence sustains these 7 points, where is the need for a metaphorical Replacement to the plain, common sense, literal understanding of the word "Babylon"?
2. Daniel himself is PROOF that Babylon SURVIVED its Fall in 539 BC— Daniel continued to inhabit Babylon until his death ! (Dan 5:29-6:3; Remember, it was prophesied that AFTER Babylon's FINAL Fall, there would never again be any LIFE at Babylon —Isa 13:19-20; Jer 51:62 )

[Arab Villages]
al-JIMJMAH — The Babylon archaeological site is part of the Babil provincial district and municipality of
al-Hillah (Qadaa al-Hillah), with the largest portion in the sub-district of Kweiresh (sub-district
16).2 Other areas of the site fall across the sub-districts of Kroud al-Jimjmah—North (sub-district
15), al-Jimjmah—North (sub-district 19), Sinjar Gardens (sub-district 27), Zwair West and al-
Jesreya (sub-district 28), and Bernoun (sub-district 39).

The villages of Annanah and Sinjar on the west bank of the Shatt al-Hillah, al-Jimjmah on the
east bank, New Kweiresh (corresponding to the modern-day al-Intisar Village) to the northeast,
and Bernoun to the northwest, all lie within Babylon’s administrative purview and are prominent
land features.

Claudius James Rich, East India Company resident at Baghdad, visited Babylon in 1811 and 1817. His Memoir
on the Ruins features the first detailed map of Babylon, including the site’s major mounds, a clear
impression of the eastern portions of the outer city wall, of al-Jimjmah and Annanah villages.22

Aside from al-Hillah, the origins of the communities within and surrounding Babylon are difficult to ascertain.
Local residents often maintain that their villages date to the Ottoman period, due to the fact that miri land deeds
date to this period. Muayad Said Damerji, former director of the Revival of Babylon Project, suggests that some
villages were settled in antiquity: Bernoun or Thul-Noon, Kweiresh or Koresh (Cyrus), and Annanah or Inana.

All of the communities in and around Babylon are rapidly developing from compact dense settlements to
sprawling suburbia. Despite laws restricting construction inside Babylon, new housing threatens the
archaeological remains...

Al-Hillah was built using baked bricks from the site as were many other settlements and structures, including the
nineteenth-century al-Hindiya Barrage.

The sewerage infrastructure for Babylon is underdeveloped. There are no connections to al-Hillah
municipal system and disposal is ad hoc. In surrounding communities, particularly al-Jimjmah and Sinjar inside the site

[VEGETATION]
Irrigation improvements and a series of agrarian reform laws changed Babylon’s landscape...The area was subsequently
repopulated and cultivated. Photographs from the mid-twentieth century show Babylon surrounded by a lush landscape,
a far different view than Koldewey’s a half-century earlier. Large sections of the site along the Babil River’s east bank were
sown with crops, and date palm groves expanded further inland from the Shatt al-Hillah. On the river’s west bank around
the villages of Sinjar and Annanah, a dense curtain of date groves formed a natural barrier to development and an aesthetic
backdrop to the archaeological core, where palms surrounded al-Jimjmah and Old Kweiresh as noted by Koldewey.
